His account is the member of the Administrators and domain admins. He also tried to use SECEDIT to force the Group Policy update. Resolution: add his account to the group Policy Creator Owners.

Event ID 7000 - The service cannot be started Situation: After you configure HP NIC Teaming and reboot the server, you may receive the following message “At least one service or driver failed during system startup. Use Event Viewer to examine the event for details”. The Event Viewer also lists Event ID 7000 - "The HP Network Configuration Utility 7 service failed to start due to the following error: The service cannot be started, either because it is disabled or because it has enabled devices associated with it." Resolution: Navigate to the c:\Utils\DualNIC folder and double-click Teaming-CDP.cmd. The utility runs for a few seconds. The fix takes effect without rebooting the server.

Troubleshooting HP NIC Teaming Tips 1. Load the Windows latest service pack and HP drivers for NIC. 2. You may need to install HP latest Support Pack too. 3. Use dynamic IP addresses before configuring the NIC teaming. Then assign static IP after the NIC teaming works. 4. It is better to have these NICs connecting to the same switches. 5. If Large Send Offload (LSO) is enabled, some NICs can only team in Microsoft Operating Systems with another same NIC. If LSO is disabled, most HP NIC can team with all of HP ProLiant NC-Series NICs without problems. 6. Check for either mismatched speed/duplex settings or auto speed duplex on one or all links. Make sure using the same speed on both sides for all links. 7. Check the switch configuration to see that the channeling is configured.
